Moved a lot of global configuration vars into one structure, SEE_system.
SEE_free is trusted a bit more.
New function SEE_intern_and_free() used by lexer.
Memory allocator defaults to system malloc() instead of NULL (ie error).
Random number seed is factored out to a hookable function too.

Simplify the perl search so that it works under windows.
Document the PERL environment variable so it appears under --help.
Print the perl version as a kind of usability test. (Might need later?)
Add rand_r to the list of not-needed functions tested for, since Windows
doesn't have it.
